Tutorial Graphic Design

The way is easy.

First make a new file with the amount depending on the needs of size (here I use the 100 x 100 pixels)

Then fill the new layer by clicking the Edit -> Fill (Shift + F5)

In Column use select color and select colors that are used (Here I use the color blue)

Then create a new layer and fill the layer above it like the way (Shift + F5)

On contents -> use -> select the Pattern, and select the pattern you have previously made. click Ok

Then the pattern will appear on the layer you made

Then change the color of pattern by right-clicking on the layer pattern, and choose blending option

Checkbox on the Color Overlay and change colors as you wish and set the opacity as needed.

So here are the result.
